  • Provide overall strategic guidance and support for the PISA-D project.

Terms of Reference for Central Level Core Group for PISA-D

  • Strategize and organize implementation plans, programmes and activities for PISA-D
  • Conduct sensitization programmes to prepare for PISA-D
  • Mobilize funds
  • Develop tools and conduct clinical supervision of PISA-D preparation.
  • Draft reports of clinical supervision and recommend strategic interventions.
  • Strategize and organize the summer coaching camp.
  • Strategize and organize teacher-training programmes.

  • Strategize and organize implementation plans, programmes and activities for PISA-D

  • Organize and support for conduct of clinical supervision of PISA-D preparation.
  • Ensure implementation of the recommendations on clinical reports
  • Ensure adequate and appropriate preparations of students and teachers for PISA-D
  • Support in the overall preparations for PISA-D

Terms of Reference for School Level Core Group for PISA-D

  • Strategize and organize implementation plans, programmes and activities for PISA-D
  • Conduct sensitization programmes to prepare for PISA-D
  • Mobilize funds
  • Ensure implementation of the recommendations on clinical reports
  • Ensure adequate and appropriate preparations of students and teachers for PISA-D
  • Ensure in making necessary school-level arrangements to enable appropriate preparations for PISA-D
  • Support in the overall preparations for PISA-D

Terms of Reference for National Center for PISA-D

  • Sign participation agreement with OECD, including the nomination of a National Centre in Bhutan that will be responsible for PISA and an individual to perform the role of National Project Manager and contribution of Euros 50,000
  • Define and describe Bhutan’s national target population and prepare a complete list of sample schools and student samples with the help of the International Contractors
  • Undertake a review of assessment materials for possible adaptations that will be submitted for approval to the International Contractors, following standard PISA procedures
  • Attend PISA for Development international NPM meetings and training meetings organised by the International Contractors
  • Prepare for and conduct the data collections with the schools and students
  • Ensure that sufficient training in quantity and quality is provided to the markers and coders of the cognitive instruments with guidance provided by the International Contractors
  • Collect the assessment materials, code students’ responses, enter data, verify them and send the data to the International Contractors
  • Provide input and guidance regarding the policy priorities and analytical focus for the development of a report on the assessment and work with the OECD to provide information, input and drafting support for specific sections of the report.
